Carey earned his Executive MBA Training from Stanford Graduate School of Business Administration and Master of Public Administration (MPA) with emphasis in Healthcare Administration from California State University-Hayward. He also possesses a Bachelor of Science (B.S.) Business Administration with an emphasis in Business Finance. 
Carey started his 30 year KP journey as a contracted nursing professional. Carey has held several healthcare delivery leadership roles within and outside of KP. 
Carey was born and raised in the South and is a proud father of four children. His three sons ages (17, 11 & 10) keep him very active in afterschool activities including sports and educational tutoring. His oldest daughter 28 recently announced a new addition to the family and Carey will be the proud grand father of two boys conceived during Carey’s daughters 7-year marriage. 
Carey enjoys deep sea diving, reading fictional and non-fictional books, movies, cooking, running and playing pick-up basketball games. 
Carey has a passion for Healthcare and as a Regional Director for KP, he leads KP’s Outpatient Healthcare Delivery System Quality Demonstration Implementation and Accreditory & Regulatory Compliance Operational Planning functions including recruitment, training, hiring, and decision making. 
Carey oversees the efficient oversight of new and replacement accreditory & regulatory internal & external reviews & audits of NCAL TPMG Outpatient Healthcare Delivery Systems. He directs the successful implementation of compliance strategies with NCQA, CMS, DMHC, DHCS & Special Needs Plan (SNP) assuring optimal performance in quality, service and compliance in alignment with the overall context of the KP Northern California and Program Office strategies. 
He advances operational compliance planning by providing expertise in Service, Access, Complex Case Management, Quality Program Structure, Availability of Practitioners, Program Operations, Disease Management & Continuity and Coordination between Medical & Behavioral Health Care regulatory requirements, including operational processes, physician & staffing plans and demonstration of geography access for commercial, Medicare & Special Needs Plan populations. 
He partners with Executive Regional Utilization & Resource Management (UM/RM), Regional Health Plan Quality (HPQ), Health Plan Regulatory Services (HPRS) and National Quality & Care Delivery Excellence departments. 
Carey also fosters partnerships with other stakeholders including, but not limited to Kaiser Foundation Health Plan/Hospital operations, TPMG Executive Leaders, Finance, Marketing, Health Plan Regulatory Services, Compliance, Quality, Public Affairs, Medicare Contract Compliance & Medical Services Contracting. He establishes credibility and trust, while employing political acumen.
